Accelerated Development Applications

The Authorised Consultant pathway provides a pathway for suitably qualified professionals to assess specific DAs as outlined within CN's authorised consultant DA packages. This allows CN to rely upon the information provided by an authorised consultants whilst retaining decision making powers.

These applications are generally determined within 10 days.

Companies that have formally applied and been accepted as Authorised Consultants.

We are currently accepting Authorised Consultant applications.

If you believe you or your company meet the criteria to become an Authorised Consultant, please complete our Authorised Consultant Application and submit all required documentation.

Your company must:

• Have lodged 20 development applications with CN in the proceeding 12-month period OR provide proof of your ability to submit quality applications meeting CNs ADA requirements.
• Have internal quality assurance procedures in place which will be used to ensure that eligible development applications meet the 'accelerated lodgement' criteria, application type and relevant Environmental Planning Instrument requirements.
• Hold relevant insurance policies.
• Have suitably qualified professionals who hold town planning qualifications (or equivalent) and have a minimum 5 years' experience in preparing and lodging development applications.

The Accelerated Lodgement Ready (ALR) pathway is facilitated through the submission of an ALR request.

The ALR request service is provided free of charge and involves a preliminary review of your proposed development prior to lodgement in the NSW Planning Portal. Once reviewed and deemed satisfactory, your lodgement ready application will be eligible for an accelerated assessment, generally receiving your determination within 15 days.

For developments that require referral to Ausgrid (as works are proposed within 5m of power lines) and/or are considered appropriate to require Public Notification, provisions exist for the development to be eligible for an accelerated assessment, generally receiving your determination within 25 days.

1. Complete the ADA checklist for your development type. Note: if you answer YES to any of the criteria your application cannot be considered as an ADA.
2. Complete the Statement of Environmental Effects template.
3. Prepare documentation as outlined in Documents Required for Lodgement for Accelerated Development Applications.
4. Use our Accelerated Lodgement Ready form to submit required documentation for review. 

Only one ALR request is permissible per proposed ADA. CN will not review amendments made to previously considered ALR requests.

You may wish to seek a further review of a proposed development via a Pre-DA meeting. This is an at fee service. Any development application lodged following a Pre-DA will progress through the standard development assessment process and standard assessment timeframes will apply

Following CN's review, you will receive an ALR review letter that will confirm if your proposed development:

• is satisfactory and ready for lodgement as an ADA,
• is not eligible for CN's ADA service, or
• requires further changes.
